My theory on the different reaction is the following...
The first time around it was the bold statement that needed to be made. People appreciated his resolve even if plans were short on details.
This time around just seemed like a "cut and paste" from the last time. And now he is being punished for the lack of further details on how exactly they will go about reigning in this problem. Meaning it is nothing more than talk and posturing. Investors want concrete strategies for solving this problem once and for all.
That's my theory. What's yours???
