Westlake Corporation (WLK - Free Report) announced the closure of the PVC plant in Cologne, Germany, as a measure to optimize its costs and improve profitability. As the industry continues to face challenges due to weak demand, elevated energy costs and rising import pressure from Asia, the facility was decided to be shut down. With a smaller scale of operation and higher logistical burden, the plant was responsible for higher costs compared with other European PVC sites.

The Cologne facility has an annual PVC production capacity of approximately 165,000 metric tons, the closure of which is expected to result in pre-tax charges of approximately $205 million, consisting of cash charges of approximately $100 million and non-cash charges of approximately $105 million.Following the closure, Westlake will continue serving customers from its remaining lower-cost PVC sites in Germany, including the recently acquired Wilhelmshaven facility. Approximately $110 million of these charges are expected to be recognized in 2026, with the remainder in 2027.

This move comes as average PVC and polyethylene prices in North America declined sequentially in the third quarter of 2026 after price increases realized in the second quarter following the Iran conflict subsided. The company is also facing higher freight costs in its Housing & Infrastructure Products segment due to increased diesel prices, while rising interest rates have contributed to a slowdown in housing activity and lower sales volumes.

Considering these market conditions, Westlake expects third-quarter 2026 financial performance to decline sequentially from the second quarter. The Cologne closure represents another step in the company’s efforts to lower its cost structure amid pricing pressure across the chemical market.
