Key Takeaways

  • C secures CSRC approval to establish a wholly owned securities company in Shanghai to serve onshore clients.
  • CSCCL will offer equities brokerage, underwriting, research and trading, leveraging C's client relationships.
  • C aims to raise its investment-banking wallet share from 4.7% in 2025 to more than 6% in the near term.

Citigroup Inc. (C - Free Report) received approval from the China Securities Regulatory Commission (CSRC) to establish a wholly owned securities company, Citigroup Securities (China) Company Limited (CSCCL). Headquartered in Shanghai, CSCCL will offer brokerage, underwriting, research and principal trading services, strengthening C’s presence in China’s domestic securities market and complementing its global capital markets capabilities.

Why Is Citigroup Expanding Its Securities Business in China?

The expansion comes as China steps up efforts to open its financial markets to foreign institutions, with regulators announcing new measures to facilitate cross-border investment and allow overseas financial institutions to participate in yuan trading. These developments provide a supportive backdrop for global financial institutions like Citigroup seeking to strengthen their onshore operations and access China's domestic capital markets.

To capitalize on these opportunities, Citigroup will leverage its established corporate and institutional relationships to offer underwriting, research, investment advisory and trading in onshore equities, bonds and funds through CSCCL. The platform will complement C’s Corporate & Investment Bank, which serves 70% of Fortune 500 companies operating in China, as well as hundreds of large domestic corporate and public sector clients. Its Commercial Bank also serves numerous medium-sized enterprises, creating further opportunities to expand client relationships. The launch of CSCCL further advances C’s strategic shift toward institutional and capital markets businesses, following the 2024 sale of its China consumer wealth business to HSBC Holdings (HSBC - Free Report) .

Beyond expanding its client reach, the new securities business could create additional revenue opportunities by enabling Citigroup to combine its corporate banking, financing and cash management services with its global investment banking expertise. The move also supports C’s broader OneCiti strategy, which focuses on integrating its services to deepen client relationships and capture more business opportunities. At its 2026 Investor Day, the bank outlined its ambition to increase its investment-banking wallet share from 4.7% in 2025 to more than 6% in the near term. By enabling C to participate in a wider range of domestic capital markets activities, CSCCL could provide another avenue to pursue this target.

Citigroup will complete the regulatory requirements to launch CSCCL and build a high-caliber local team to support clients in China’s domestic securities market. While the new entity could strengthen the bank’s institutional franchise and support long-term growth, its contribution to earnings will depend on the pace of the operational launch, client adoption and activity in China’s domestic capital markets.

Other Financial Firms Expansion in China

Other global financial firms, including Mizuho Financial Group (MFG - Free Report) and HSBC Holdings, are expanding their presence in China.

Similar to C, Mizuho Financial has cleared the final regulatory hurdles to launch a wholly owned securities business in mainland China in October 2026, according to a Yahoo Finance article, which cited a Bloomberg report. The approval will strengthen Mizuho Financial’s foothold in China’s capital markets by enabling it to serve domestic clients directly through a wholly owned securities platform.

On the other hand, HSBC Holdings is expanding its Asian wealth-management business, including in mainland China. The acquisition of Citigroup’s China consumer wealth business complements its focus on high-net-worth clients, digital upgrades and talent investment. The January 2026 privatization of Hang Seng Bank is also likely to generate revenue and cost synergies, supporting its Greater China growth strategy.

C’s Price Performance & Zacks Rank

Over the past year, shares of Citigroup have gained 19.4% compared with the industry’s growth of 3.3%.
